Some friends loaned me their beach condo for a quiet getaway, and I drove down there to spend 24 hours on my own, taking care of no one but myself.? It was....weird, but good.? It took me a while to actually relax, but the downtime was a welcome respite.? What a strange world where doing dishes takes only two minutes (wash 1 plate, wash 1 fork), and I can do anything I want!? I got 3 hours of audio book time on the way there and back.? I didn't do as much reading as I'd planned because I stopped at the library on my way and picked up the entire 7-hour mini-series of Ken Follett's The Pillars of the Earth, which I read and loved last summer.? I didn't watch the entire series (still have 2 episodes to go), but it was fun to just lie on the couch and escape into the story!

Of course, I returned home to all the same stuff - messy house, sick kids, long to-do list - and spent the rest of the weekend working on some urgent things with looming deadlines, but the time away definitely helped.

So, here's what we read last week:

• I finished middle-grade novel The Whisper by Emma Clayton, sequel to The Roar which my son and I both loved.? I think the first book was a bit better, but this novel provided a satisfying ending.
• Yesterday, I finally started to read Skeletons at the Feast, a novel set in 1945 Europe by Chris Bohjalian, my neighborhood book group's choice for this month.? We meet on Wednesday, so I am afraid there is virtually no chance I can finish this 360-page novel before our discussion.? Since Bohjalian is known for his surprise endings, this could be trouble - I may have to lock myself in the bathroom for part of our discussion.? Damn that 7-hour mini-series!
• I am listening to an audio book, Falling Together by Marisa De los Santos. I enjoyed reading her earlier novel, Love Walked In, and am enjoying this one so far, too. It was fun to lose myself in the story during my drive this weekend, instead of my usual routine of listening in 10-minutes spurts.
• My husband, Ken, is still reading an e-book, Big Lake by Nick Russell, on his Kindle Fire, and Another Thing to Fall by Laura Lippman, a hardcover novel.
• Jamie, 17, is almost finished with Timeline by Michael Crichton, one of my favorites of Crichton's many exciting novels.? Despite several sick days last week, his reading has slowed down because he's hooked on a video game!? With his brother also home sick last week, they played non-stop (one of the things I was eager to escape from!)
  
• Craig, 14, is reading The Secret of Pirates Hill, a classic Hardy Boys book and is enjoying the familiar, fast-paced mystery.

I posted two new reviews last week: Breathless by Dean Koontz, a unique and mystical story very different from his horror novels, and The Girls of No Return by Erin Saldin, a teen/YA novel about a wilderness reform school that I enjoyed.

It works like this: If your city council decides it needs a new roof, they put it out to bid. Your local neighborhood roofer submits the lowest bid.

But to actually do the job, your roofer needs cash and credit worth at least $300,000 in order to get a bond. (If the roofer cannot finish the job, the bonding company will, then go after the roofing company for the money. So if they don't think you will have it, they will not issue a bond.)

"Today, some bonding companies want 50 percent of the value of a contract as collateral before they issue you a bond, if they decided to issue you one at all," said Dominic Dunlap, a Chicago roofer. "This has put an enormous number of small contractors out of business all over the country because they cannot get a bond for government work."

This is what President Obama meant when he said some jobs were not as shovel-ready as he thought they were going to be.

"It doesn't make sense that the same small business people who pay taxes to pay for the jobs cannot bid on the jobs," said Jerome Stocks, mayor of Encinitas, Calif., and chairman of the San Diego Association of Governments. "Also, with fewer bids, that means state, local and federal government agencies are going to pay more for their projects."

Stocks is getting national recognition for his work in urging public agencies to split their jobs into smaller and smaller contracts to enable more small businesses to bid.

On a parallel front, agencies, contractors and at least one bonding company are finding a new way to get more bids from more small contractors. According to Dominic the Roofer, "We had tried more than a dozen bonding agencies without success but finally we found Ox Bonding and we were able to get a bond. Without them, we would be out of business. And they were able to issue us a bond because of the way they manage risk with funds administration."

The people at Ox Bonding are not Angels of Mercy: They run an insurance company. They measure the same risk in the same way as other bonding agencies, they just control it differently.

Instead of looking at just credit scores, they look at the company, its owners, its bids, its profits, pretty much everything.

They just want the answer to one question: Can this company finish the job on time and under budget? They use real construction people to actually meet with the contractors to see if they can do the job, not just check boxes on an application.

Here comes the important part: Once Dominic the Roofer received his bond, the work of the bonding company was just beginning: "Instead of writing a check to the contractor, the city writes a check to the bonding company, and they control the distribution of funds. They pay all the bills until the job is over," said Dominic the Roofer.

"I started this company because when I was a teenager, I sat at the kitchen table with my father, a contractor, and listened as a bonding agent said my father could not qualify for a bond for a bigger job," said Robert Berman, CEO of Cininium Financial, owner of Ox Bonding. "That was very hurtful. There are thousand and thousands of great companies in this country that cannot bid on government work. Many are going out of business. We changing that."

And it is happening in more than 200 state, local and government agencies around the country, from Glen Cove, N.Y, to Honolulu from highways in California to solar energy installations in New Jersey.

"The funds administration is an excellent program," said Glen Cove city engineer Susan Lounsbury, P.E. "It took a bit of explaining to the people in the finance department, but once we did, they were fine with it. And getting to hire more local contractors is good."

New international agreements are required to ensure nations benefit equally from medicines, foods and biofuels derived from the ocean's untapped genetic riches, according to a panel of University of British Columbia and European researchers presenting at the 2012 Annual Meeting of the American Association for the Advancement of Science (AAAS) in Vancouver on Feb. 17.

"The reservoir of genetic diversity contained in the oceans' microbial life is a huge potential source of natural products and genes with applications in medicine, food development and bio-energy," says Curtis Suttle, an expert on marine virology and microbiology at the University or British Columbia and member of the panel.

"The question is whether they fall under a regime of 'freedom of the high seas' which allows the discoverer to keep what they find, or under a regime of 'the common heritage of mankind' which would require benefits from the use of genetic resources to be equitably shared amongst countries."

Marine genetic resources discovered in coastal waters are subject to bilateral 'benefit sharing' under international agreements currently being ratified. But no such agreements govern the patenting and commercialization of proteins and genes harvested from international waters.

"Marine genetic resources within national jurisdiction are subject to requirements for benefit sharing under the Nagoya Protocol, and it is time to consider a parallel agreement for areas beyond national jurisdiction," says panelist Marjo Vierros with the United Nations University (UNU). The UNU is the academic arm of the United Nations system.

"Any agreement should include mechanisms to support marine scientific research and invention through creative tools such as patent pools, open access programs, and gene libraries. It should also include measures for tracing the geographic origin of organisms, conservation and sustainable use."

More than 5,000 genes derived from marine organisms have already been associated with patent claims. Ten countries own more than 90% of those claims, including 'marine genes'. Three countries own approximately 70%, a pattern similar to the one observed for human and plant crop genes, according to panelist Sophie Arnaud-Haond, from the Institut Francais de Reserche sur la Mer.

The panel--which alincludes UBC marine chemist Raymond Andersen and researchers from Spain and Germany--cites the need to enhance the capacity of developing countries to participate in this research and invention through capacity development and technology transfer.

Washington DC Weddings with Rev. SJ Burns: Clergy United in ...

Many clergy came together on Friday, February 10, 2012 in support of our gay and lesbian people?to legally marry in Maryland.? Pictured here is the first group.? Others came later to give their testimony.

Some of us were there from 1:00 pm until 12:00 midnight waiting to testify in favor of HB 438.? My testimony was at 7:45 pm.? And I arrived at 2:30 pm for a 3 pm ? 4 pm time slot.

Here is my testimony.

I am, Rev. Starlene Joyner Burns of SJB Ministries LLC in Bowie Maryland.

When I started my ministry in 2006, it was to serve everyone without a church home; including our gay and lesbian people.? My ministry serves those needing pastoral guidance, spiritual healing, relationship coaching, or officiating service for their nuptial.

Because of this work, I can tell you today, that there is no difference between gay relationships and straight ones.? Gay and lesbian couples have the same problems, same hopes, same dreams; that straight couples have for their relationship and their family.?

The only thing that?s missing here in Maryland is that they cannot legally get married and provide the kind of protection that a marriage certificate brings.?

Yes, that piece of paper that?s so meaningless to some.?? Has a whole lot of meaning for those who can?t get it.?

Can you image being with someone for 30 years and that person was suddenly taken out of this world.? Try to keep in mind that she?s the sole provider. And you had nothing to worry about, other than taking care of the family.

The mortgage was paid every month, all the bills were paid on time, including the kids? college tuition, your credit cards, and that expensive car note.?

In a heterosexual marriage scenario, like this one; the financial fear wouldn?t exist, because the surviving spouse would know of her entitlements.? Other than grieving the lost of her spouse, she would still have health insurance, survival compensation, a house that becomes hers, and all the bells and whistles that go with being a widow.?

In a same sex couples relationship, survival benefits don?t exist.? There would be no health insurance to roll over, no social security, no pension, and definitely no retirement benefits to collect from the lost of a partner.

That?s why; we need this change.?

While these protections are vital to families, marriage is about a whole lot more.??Marriage makes families stronger.

It allows two people the opportunity to stand before their family and friends and make the public commitment to take on the responsibilities that marriage affords.

God created all of us to be equal, straight, gay, lesbian.

We?re all created in absolute perfection.

I support this bill because it recognizes that religious freedom and marriage equality go hand in hand.

Therefore I hope you pass HB? 438, and make Maryland an equal and just state.

The Authority is tasked with overseeing the casino operations at Princess Hotel.
They also have the function to issue licence under Section 32 of the Gambling Prevention Act; monitor operation of the casino, administer the regulation of the Act and advise the Minister with respect to the admonition of the gambling regulation.
Other members of the board include Oscar Phillips, former Minister of Labour, Manzoor Nadir and Indranuath Haralsingh.
Minister Rohee however indicated that one other person is yet to be named as a board member.

Pew study: Facebook users get more than they give

NEW YORK (AP) ? The goody-two-shoes among us say it's better to give than to receive. That's not true for the average Facebook user, though.

A new study out Friday found that the average user of the world's biggest online social network gets more than they give. That means more messages, more "likes" and more comments. Yes, even more "pokes."

Behind all that is Facebook's relatively small group of "power users," who do more than their share of tagging, liking and uploading. The report from the Pew Research Center's Internet and American Life Project comes two days after Facebook filed for a $5 billion initial public offering of stock that could eventually value the company at $100 billion.

Key to that mammoth valuation will be Facebook's ability to convince advertisers they can make money from the billons of connections and interactions that people partake in on its website and beyond. Though Pew's findings don't address the commercial side of people's activities, they shed important light on how people use the site and what they get out of it.

The study is the product of Pew's analysis of Facebook users' activities in November 2010. It consisted of data that Facebook provided to Pew after 269 users gave their permission. Those users were identified through a random telephone survey about broader Internet issues.

The researchers found that about 20 percent to 30 percent of Facebook users fell into the "power user" category, though they tended to specialize in different types of activities on Facebook. Some of them sent a lot of friend requests, while others tagged more photos than the average user. Only 5 percent were power users in every activity that Pew logged.

The way this plays out is that the average user is more "liked" than they click "like" on other's posts. They receive more friend requests than they send. On average, 63 percent of Facebook users studied received friend requests in the survey month while only 40 percent made a friend request.

The result? It feels good to be on Facebook. It might even feel better than life off Facebook. After all, there's no dislike button, and friends are unlikely to post harsh comments on your page. Instead, people you might not have seen in years bombard you with positive affirmations day after day, year after year.

"You keep getting all these wonderful positive rewards," said Keith Hampton, the study's main author and a Rutgers University professor. "That's pretty hard to give up."

Getting more than you are giving, in terms of emotional support, "is kind of what you are looking for," he added.

This might be the lure of Facebook, the reason it could be worth $100 billion and the reason it has 845 million users who are not leaving even if they've been on the site for years. The study found no evidence of "Facebook fatigue," the idea that people get tired of Facebook after they've been on it for a long time.

In fact it was the opposite. The longer someone had been using Facebook, the more frequently they posted status updates, pressed "like" and commented on friends' content.

"For most people, the longer they are on Facebook, the more they do on Facebook," Hampton said.

The original phone survey of 2,255 adults was done in October and November of 2010 and has a margin of error of plus or minus 2.3 percentage points. At the end of that survey, users were asked for consent for Facebook to share data. Twelve percent of the survey participants agreed.
